Abstract. The article describes the scientific and practical basis for the use of local budgets in the industrialization of regional economies. Scientific-theoretical views and approaches to the socio-economic development of the regions were studied, proposals and recommendations on the use of additional revenues of local budgets to increase the share of industrial production per capita in the region through the establishment of small industrial zones on the example of Surkhandarya region.
